Black Mafia (which has strong ties to the Nation of Islam) in Philadelphia during the 1960s 70s n 80s. Still around but not as strong. Now, Philly's black/hispanic areas are dominated by smaller gangs based on neighborhood and blocks.
5 percenters in NY in the late 70s 80s n early 90s. No where near as strong. Also there is Eastcoast versions of Bloods, Crips, & Folks but this was mostly strong in the late 90s til about 2010 now its started to fade away in favor of smaller local gangs similar to the original NY gangs in 80s and early 90s.

Atlanta and New York are the main crime cities that fuel Boston's black gangs so I'd go with those two from my personal experience.

Baltimore have organized drug crews and Pirus ( largest so far), Crips, Bloods, Gds,VLs, and of course a variety of Syndicates. How do ATL fuel Boston's black gangs? If anything Boston is near bottom on the list in the Northeast section of the countrt.
Northeast : NYC , Philly ( Could be a tie between those cities)
Midwest: Chicago, Detroit ( Possible tie)
West: L.A , Oakland ( Lean more towards L.A )
South: New Orleans, Memphis, Atlanta, Houston, Baltimore, D.C ( Most difficult region to assess as a Black OC).
