I mean, if you consider street gangs "organized crime" then I would definitely have to say Los Angeles. That city gave birth to the Bloods and the Crips. Gang life has been a huge part of the black culture there. But if you're referring to actual organized crime such as the mafia, then I'm not quite sure.

Somewhat. Organized Crime element varies in different sets of Crips/Bloods/Hoovers/Pirus. Also Chicago gangs have/had more structure and longevity than LA black gangs.
