There is an option to check for rental:
Houston Real Estate - Houston Homes, Houston Home Value and Houston Relocation
click on "find home"
then on "residential lease"
then on "lease price/month" type min $400 - max $650
then you can see all the results, pictures and maps

Spring may be a good area to look since there are a number of tax credit properties out there restricted to moderate income families.

I don't know what the situation is causing you to make a hair above minimum wage trying to raise a family, but I would focus on fixing that first. Hate to sound cruel, but it doesn't take much to pull in even $40k/yr in Houston if both spouses work low income jobs.

You aren't going to find a low income, SAFE area in Houston. Crime follows the low income people. It is what it is.

You can rule out Sugarland, Katy, Cypress and all these places with fake lakes and ponds. They're dangerous to young kids. They spray mosquito killers everywhere in the far suburbs and thats not good for your kid too.

It's good enough for the Vietnamese people moving to Houston. Some came from California and they don't seem that poor. I know a few folks with families in Alief and they seem to be doing all right. I must admit though that I have not lived in Houston long enough to understand why the whole of Alief is infamous. Whatever it was, does it still matter today?

Do you have to stay in houston? just saying,its cheaper to move to a smaller town. But if you do stay i agree with the person who said east side area. The neighborhoods are old and ive noticed people look out in the neighborhood. You are close to a large variety of cheaper stores too. Good Luck!! But i have also heard of some low income apartments in pearland that are suprisely really nice.
