My grandparents, as well... They had to be deemed mentally and physically healthy, able to support themselves, AND have a sponsor who would be responsible for them. Had five kids who spoke only Italian at home and learned English by immersion, subsequently teaching the parents. Oh, and they provided their own housing and food.
It was a different America back then which is not really far back since we have parents and grandparents that experienced it.
That is only one of the reasons they were sent back. If the government felt they would be a drag on society, or that they were stupid, or criminals, etc., then they were sent back. The government also had a quota system that limited the number of persons from each country. Once the quota was met then anyone else from that country was sent back.
That should be our policy today. Allowing mostly those from one ethnic group legally or illegally into our country just encourages balkinization not assimilation. Even if their kids attend our schools they will still embrace their native culture and language above ours and once they outnumber us it will feel like the country that they came from not what our identifying one has been. I'm not talking about race here either it's about our identifying culture and language. I live in So. Calif. so I ought to know. It's happening here at a rapid pace.

Many parts of Texas are already like that having lived there for over 20 years.
I can't speak to other border states though.

Quotas did not come in until the 1920's. Criminals or "people likely to become a public charge" were sometimes sent back.

Yes, I know that's true. Texas, Arizona, New Mexico also have that same feel about them now with millions of Latino illegal aliens that have invaded them to.

Legal migrants should be welcomed as long as they do not require welfare, rental assistance or healthcare. Period.
Agreed, but it should be in diversified numbers of those who share our values and will embrace our culture and language and in keeping in mind our population growth so that we don't stress out our natural and social resources and don't have to constantly be building new housing and schools, etc. to accommodate them.

They didn't get it right, right off the bat but they learned and implemented fixes, often that's how things are done btw. Fixes that our current government ignores.

No, not EVERYONE who wants to live here should be welcomed. We can't accommodate an unlimited number of legal immigrants, either. They should not be just NOT a hinderance, but should actually be a help, contributing something valuable that we need, such as specialized training in fields where we're lacking or lagging. And I agree that they should share "American values" and be willing to assimilate, although I'm not sure how you'd test for that...
