I'd guess it has more to do with not wanting to pile on in the wake of Katrina. Then again, I'm sure traffic isn't too bad now that half the city is gone.

It did when I lived there. Many times it felt worse than Jacksonville in my opinion.

I'm not surprised that two cities in MI made the list. I have relatives that live in both Detroit and Flint, and my parents grew up there (in Detroit). It's a miserably cold state for months and months, it's ugly everywhere but up north (where it's even more miserably cold), and the economy is tanking because the greedy auto worker unions have killed the biggest economic contributors (GM and Ford). And their football team even sucks. (But I always cheer for them anyway! )

As for the rest, I know people who either used to live, or currently live, in all the cities on that list except LA and Stockton, and they all love(d) it. There may be aspects about it that they didn't like, but they are/were mostly happy there. The ones I know who live in NYC and Charlotte especially rave about their cities. It's all completely subjective based on what you like and don't like. Still an interesting read though.

The cities that made the list were based on certain stated criteria. There is nothing subjective about it unless you don't accept the criteria. You can argue that there are other cities that could've been included but the cities on the list weren't picked out of a hat.
