For those interested in immigrating to the USA, the instructions for the 2012 Diversity Visa Lottery are now out, and it will officially open October 5th: Diversity Visa (DV) Lottery Instructions
it is a legal thing- as you can see, the link goes directly to a government website. It is officially called the Diversity Visa Lottery, as only citizens of countries can apply that don't have huge numbers of people immigrating to the USA already. For example, Irish can apply, but UKers cannot.
Dont think for a minute that green card lottery gives you an automatic in to the USA if you win it or that you wont have to go through proper immigration documentation, it basically puts your immigration process at the front of the line.
The Diversity Lottery is about 20 years old and initially about 1/2 of the 50,000 were allocated to the Irish - thank to Robert Kennedy. Last year there were only 201 applicants from Ireland and 38 from N. Ireland.
- the Immigration and Nationality Act and makes available *50,000 permanent resident visas annually to persons from countries with low rates of immigration to the United States
- Applicants registered for the DV-2011 program were selected at random from over 12.1 million qualified entries (16.5 million with derivatives)
- Approximately 100,600 applicants have been registered and notified and may now make an application for an immigrant visa. Since it is likely that some of the first *50,000 persons registered will not pursue their cases to visa issuance, this larger figure should insure that all DV-2011 numbers will be used

It's the law - a Congressionally mandated program passed in 1990. It seems that much of US immigration policy is set in stone and not easy to modify except through more legislation. Canadian governments have more flexibility in regulating the spigot and sources of immigration without going through Parliament.
I'm guessing the idea is to collect more taxes to cover the social security for all the upcoming retirees.
