Weather has been wacky over the last few years, as it likely has been in most of the country. Winters do get cold, dreary, and grey. You can have a very mild winter or a winter that blankets the county in snow. Utilities here are actually one of the very lowest in the entire country, not sure where you heard otherwise. As aforementioned in another post we have had a few ice storms the past couple years which have done a good deal of damage. If your wanting to live outside of Lexington you can go in almost any direction and find beautiful countryside. If you looking for low utilities, I think Danville area has some of the lowest - Danville also boasts a revitalized downtown and Centre college. Georgetown, Richmond, Nicholasville are largest of the peripheral cities around Lexington.
