It certainly seems unusual as I would imagine even members elect often at least have their staff in place. The one caveat in this case could be that Santos (despite his previous claim otherwise) has not yet been sworn into office due to the Battle for Speaker (which has not gone past the first vote in 100 years and is now about to have a 7th)

He literally can't do anything yet. He hasn't been sworn in and isn't even officially a member congress. All he can do right now is vote for McCarthy again and again until the gridlock ends.

Yes, each member of congress gets a budget allocation for office staff/space etc. There is a max they can spend on things like rent and salary limits that they can pay staff.

But all the other newly elected members of Congress from Long Island already have offices and staff in place in their respective districts:
"Although new members of the House of Representatives have not been seated yet - all of the other congressional district offices on Long Island are open and available to help the people they represent."

“A member-elect can do plenty of stuff for constituents,” he said in an interview, “if they have the staff or personal knowledge to get things done.”
Is he going to have the power to help his constituents when they call his office for help with federal matters, e.g. social security, immigration issues (I know he's got his own immigration problems). Surely, his own constituents will want him out of office.

I don’t care what that professor blabs there is very little a first term congressman with no office carryove can do right now in his literal first week where he is spending his entire days voting for speaker again and again. All his staff could really do is take calls and messages. The so called expert himself in the article dosent even give any specifics of what he could be doing because there is very little. The whole complaint is ridiculous, no one is seriously calling this guy for “help” at this point but reporters who want interviews and democrats who want him to resign.

Putting the fight over the Speaker aside, it does speak volumes that he doesn't have a staff or office in place, something the other members elect on Long Island (and elsewhere) all appear to have despite not being sworn in either due to the Speaker drama.
