i live in west hollywood - hollyway dr / westmount! the green in front of my window is a veritable toilet from people who do not pick up after themselves OR walk their dogs without a leash. three days ago, i approached a man who replied, 'are you going to give me a ticket? are you going to call the cops? where's your badge?' * the best one happened today, sunday. a woman was walking her dog at the rotary on west knoll. her reply was that she was pregnant and that her dog was a service dog. i told her that does not make her immune from walking her dog on a leash. then it was my fault, as usual with people who will not take responsibility and then blame their accusers, turning it around-a control factor. i wanted to make a citizen's arrest. i found out from the sheriffs that you can't, only under penal codes you can make a citizen's arrest; leash laws are just ordinances and cannot be enforced unless they're caught red-handed, then a fine will be imposed. otherwise, the person has full reign to do whatever they want!

a cop was traveling on my street one day, and told me that i had to show the bad visibly. i didn't question. so, in your reply, i will agree, that after confronting city hall, you should have it in your pocket, but not required to show it visibly. so, i will give you that. but in relation to your other comment, you remain in the same place as all the others who will not take responsibility for their actions, blaming everyone else! LAWS ARE MADE TO PROTECT YOU AND TO PREVENT CHAOS IN SOCIETY! break a law and if you're caught, you pay the price, including the chaos you created in your personal life because of the law you broke, and it may involve others. keep the law and life is wonderful.

Pick it up with a plastic glove after he/she is about 40 feet away, then walk by her and accidently brush up against him/her clothing as you pass by.
