Modesty, mostly, I think. In Europe that would not be allowed. Even the long swim trunks men wear here are not allowed in European pools (sanitary reasons), this is why many European men wear Speedos there. The women tend to go topless. In Mexico, the women don't want undo attention to themselves. They leave that for the actresses on the soap operas.
I've traveled extensively in Mexico. And to many of the popular beach destinations. And the not so popular ones, too. My recollection is that probably no more than 10%, if that, of the people were wearing t-shirts and shorts that aren't a swim trunk. I'll describe it as the exception rather than the rule. Throughout the country, that is.
Mexican people don't like to tan, for cultural reasons. The lighter skinned, the more respected you are.

I suspect you haven't visited one of the many popular beaches in Mexico. If you had you wouldn't make such a general comment which I believe is inaccurate.
LOL, I noticed that too. We use to frequent the waterparks that are mostly occupied by teenagers and ALL wore shorts and tops. As matter of fact we were the only ones in swimsuits. My husbands neices now all ask me to bring them a swimsuit from U.S. BTW, I have seen a few stores have them in MX, but cost a lot and ugly.
Lets just say that the Brazil that exist in the minds of many Europeans and North Americans is not quite the Brazil that exists in, say, Brazil. LOL
It really is a much more conservative country than the international perception of Brazil would lead many to believe.
