Summerfields meeting at Holiday Inn (continued):
This was the second meeting of the year. It was just an informal (official meeting) to provide some update to residents. One more meeting is planned before year-end. About 50 residents attended the meet.
The rules and regulations of HOA (Home Owners Association) were discussed.
A booklet with a set of rules was given to each resident few months ago. The document will be revised as necessary. It was pointed out that the rules are not meant to punish residents but to upkeep the property values. The rules are meant to bring uniformity in the appearance and appeal of homes within the complex and are taken from rules for similar communities.
It was also mentioned that single family homes and town homes are fee-simple units and rules are less complex than those for condos. Mainly they are concerned with the outdoor appearance and neglects. The team frequently move around the development to notice any violation and give citation/warning to the resident. First a resident will be asked to comply with the rules in a reasonable amount of time, and later fines if necessary. The goal is not to collect fine but enforce some regulations. It was added that anyone can report any violation in the complex by phone/email by visiting Association Advisors site (
www.askaa.com). The name of the informant will remain confidential.
There were some violation notices were issued to residents. The causes included:
a) Having fountain in front of home. This decreases home values in development and it is a source of stagnant water.
2) having decoration lights strung along gutter throughout the year. It is allowed for Christmas and other religious holidays for some time before and after the holidays. Otherwise it is a distraction.
3) Uncut grass/unkempt lawn for long time
4) Any unauthorized structure or modification. Residents needs to fill out a standard application form, available with HOA.
5) Planting vegetables in backyard. However, the association is reviewing this rule as some residents have protested. May allow small vegetable gardens (but without any nuisance such as chicken coop wire mesh around it. or one containing weeds around it)
6) Deck behind the home. Residents pointed out that being a removable structure, even it does not require permit from township to construct one. HOA said still it is good idea to fill out permit form.
7) Dish antenna. HOA said it prefers rooftop one compared one on the ground or in front yard. If it is following communication rules or township laws, it should be OK. Since some have installed them before the HOA rule came into force, they may be allowed to continue.
