It's obviously a bit late for this now but I was wondering is there any type of back up power supply for those of us that live in apartments? Even if it was only enough to run the fridge I would be happy - been making ice and freezing water bottles for a few days now just in case.

No. No batteries are big enough to store enough power to last very long and even a small frig consumes a lot of power. And of course a generator is out of the question due to the exhaust fumes and noise.
If you're in NJ are you automatically in high risk of power outages?

Depends on where you are. NJ has a bad combination of lots of trees and lots of above-ground power lines. If 10,000 trees fall on power lines throughout the state, PSE&G, JCPL, etc. will prioritize the repairs based on how many customers are affected. If you're in a more rural part of the state, or if the tree that fell on your wire only affects you and your neighbor, you may wait awhile for service to be restored.
For the record, I live in Jersey City and have never lost power due to storms (blizzards, Irene, etc.). Fingers crossed this time.
If my front yard was the ocean I would leave. My area is not prone to flooding. If it was I would be gone. As I said , I never flooded out before. Yet this suppose to be unprecedented flooding. Not able to judge. I am on higher ground than my neighbors and they are not going either.

That's because there are no trees in Jersey City. On the other hand it may knock down a few drug dealers.
