Nobody is sending children to Maplewood South Orange schools by choice. The schools have plenty of funding, but like everything its always from the home and the people of the community arent the best we have to offer.
Glen Ridge schools are great. The main problem is that there's nothing but residential for the tax base, so taxes are incredibly high as a result.
Friends there say every June there are two signs that appear on a lawn at the same time: Congratulations Graduate and For Sale.
We ended up in Cranford, which is a little further out from your original hour request, more like 70 minutes depending on where you're going. But nearby Westfield may also fit your budget just not your time schedule.

Westfield is a top town in NJ. It hits all the check marks you could want (train, downtown, great schools, community feel, etc) just it's very expensive.
Cranford is nice too. They will tell you to watch out for the houses in the flood zone, not sure how big of an issue it really is vs a realtor ploy. Cranford does have a very good downtown like Westfield just more of a hipster/mom and pop store vibe.
