No, it isn't that arbitrary. First, there are Market Guidelines published. Make sure you have the October 2016 version (Google it--it pops right up). The marketing agents you're dealing with in these intakes are often very good, but many are not up to speed on the rules and guidelines. So you need to be the expert and politely point out when something they're telling you goes against the guidelines.

HPD is surprisingly responsive. There's an email to HPD compliance. I don't have it handy, but someone will post it or I'll look it up later for you. Ask your question as precisely as possible. They will likely refer you to the Marketing Guidelines, but ask them to address it directly, even if that requires a second email. They do respond, and fairly quickly. There is also a phone number, but if you want something in writing, go with email. Or do both.

As far as I'm concerned, even if I can take 20 credits a semester, I will. Get this thing done and move along with my life. This lottery ain't worth taking 8 more years. I'm a transfer student btw from a 3rd world country with a bachelor, and first CUNY evaluates the credit as if they were earned here which is totally wrong. They made me retake so many classes and it's really a joke, just a waste of time and ressources, so yeah I'm not ready to slow down for an apartment!

So I just got off the phone with HPD. They were very nice actually. They said that any development using tax credits is a development where you CANNOT be a full time student, even if you work. She specifically mentioned to look at the advertisement and if it says LIHTC, you cannot be a full time student but intimated that everywhere else, you can as long as you are working full time too.

They also said that if you are currently a part time student, it actually goes by calendar year. So if you were full time one semester but are now part time, you're considered full time for the entire year, which sucks!

Is there any way to see if a lottery has officially started there tenant selection? There's a buliding i've been waiting to hear from but they only opened their leasing offices this month.

It should say tenant selection in progress in NYC housing connect.....
