Giving up would seem to be a hasty thing to do.
This is a large building and the company might have others. They could be handling thousands of people in this circumstance. Keep in mind, the company has to do things the HPD makes them do. I suspect they would prefer to make the process simpler and less time (money) consuming, but would fairness and equity be maintained then?
Getting near to obtaining a unit can be rare thing. It might be a long time or never before you get this close again. Weeks is not a long time to wait for a brand new unit that has rent regulations, a benefit that you might enjoy for many years.
If you quit, all the people behind you will thank you. Good luck and good patience.

3 months is an extremely long time to hear about the response of an appeal. This is not me going thru the entire lottery I only sent in income info so they can verify my income is within range. So that may seem hasty to some but I’ll pass and good luck to anyone who does get a unit just not feeling the work ethic of this company
They just emailed me and said give them time to review the documents i guess it’s another waiting game
