For all of those who aren’t aware when you’re in a shelter, and housing connect calls you, those people are qualified for a 130% ami apartment through the augmented cityfheps vocuher. I have a friend that moved into a building in the Bronx where the rent for a 3 bedroom at 130% ami is $4,296, she was approved and I couldn’t believe it until i visited her apartment and she showed me the housing connect listing. Ive also seen a single male in a fb group be approved for almost $3000 studio. But again cityfheps will only pay that much if you’re coming from a shelter.
Is this only something for people who win a lottery apartment? Why don't they give this to all shelter residents? What was it about the single male that allowed him to be approved for the studio, especially when there are so many many others in need? Veteran? Disability? Nice guy?

From what I read it's guaranteed rent for the owner and guaranteed housing for the tenant. Win-win.
It also sounds like you really need placement specialist to advocate for you and really be proactive so that things move along speedily.
But out of all the unhoused people, how does one qualify and get a place within months? What are the qualifications for the prospective tenant?
While they say it’s true - there isn’t an influence of lottery number to when you apply… I’d be remiss not to say all the lotteries I was called for I literally applied down to the wire: day of/day before -
I didn’t realize until now.
Coincidence I’m sure…
How do you explain all the people who apply right at the beginning and get a low log? Or in the middle?
OP is more credible - stating late applications got radically better results in latest months - than your "believe the process" (similar to telling you to "believe science"). Oh, yes: the "system" might have started out fair from its start. But everything eventually gets corrupted - you see that all over America these days. And NYC, under leadership of this sort last couple of decades: Fuhgeddaboudit

A lot of people get vouchers and they are on their own, like the ones you see on tv and read about. Perhaps for a voucher holder who is lucky enough to get chosen in a lottery, they get priority or move to the front?

It’s a lottery so tenants are chosen at random and some people get extremely lucky, I don’t fully understand the criteria for being picked but I do know you definitely have to be living in a shelter to qualify, hpd has set aside apartments for these families.
Very interesting article you linked. It sounds like, circa 2018 and mainly with 421a, properties were opting to have more of the higher % AMI units, but then were having a hard time filling them via the lottery.
I’m in a low AMI unit myself in a luxury building, but I have a hard time wrapping my head around someone contributing $0 towards their rent in a unit nicer than mine (maybe others are struggling with that too).
I hope the advocates for this program are reaching out to veterans and the VA!
And special needs and disabled and battered persons and babies
So many in need, so little resources.
Some circles would struggle with a low ami living in anything other than a basic apartment building.
It's all relative.
