I used to work for 311 as a student. Worst job ever due to people like the OP who call and complain about things that are... COMPLAINTS not CRIMES.

It is not illegal to make noise. The police cannot do anything.

You can call the precinct directly but im pretty sure they won't do anything but attempt to show up at the door of the neighbor. The neighbor doesn't even have to answer the door.

The best option would be to just speak to your neighbors directly or just move to a quieter area =/

Btw if you threaten to use physical violence while making your complaint at 311, it will automatically be transferred to 911 and the police will go to your house for making a threat. Has happened multiple times where phone warriors are screaming about the physical violence then automatically hang up once 911 connects into the call.

311 IS FOR COMPLAINTS! That's what it was created for. The police are for crimes.

Noise pollution is a crime in NYC. However, when you call the police, they tell you to call 311.

The kind of people who are able to have that kind of a loud party into the wee hours of the morning --ie. people who don't work and are sponging off YOU, instead-- are not the kind of people who are going to stop when asked, even politely. They are drains on society with no concern for anyone but themselves.

Noise pollution is not a crime if it is created within the quarters of someones home.

Noise pollution can only be applied to a commercial establishment like a bar.

311 is not solely for complaints, it is for government information. Complaints are one aspect of 311, which NONE of the csr's enjoy taking because they all know it is a waste of time.

The police are not going to do anything about noise from a neighbor. Complaints =/= crimes.

The basic idea of 311 is a good one, great for people who are totally clueless and can't figure out who to call. For any moderately knowledgeable New Yorker, it's useless.

Of course you can call the cops directly! Just pick up the telephone and dial!

I think the idea behind 311 backfired on the city because calls are anonymous. There's a good reason for this. Anyone can call about anything at any time and "embellish" the story or make up all sorts of outright lies just because. It might be different if people had to actually stand behind their words (just like real adults). I could just see the cops rolling their eyes at these calls as they roll around all night looking for more serious activity (breaking and entering, street crime, street and subway injuries, questionable characters in the wrong place at 2am, bar fights, whatever...) The problem with this system is that there is no guarantee that any complaint is true and no one to hold accountable if it's not. The anonymity makes it too easy for folks to use it as a tool for personal time wasting vengeance and nothing else. Think it doesn't happen? When a serious crime or accident is reported, the operator always has the caller stay on the line until help arrives. Notice how these calls always have responses that are usually under five minutes. Give people something that's completely responsibility free and a lot of them will abuse it every time. Guaranteed. 311 is nothing but a money sucking agency at this point. Instead, call 311 and file a complaint against 311.

Regarding noise its pointless because they do nothing.
