From Mayor Bloomberg's briefing this afternoon:

Heating centers have been opened in areas without power and have distributed blankets. There are 25,000 blankets on their way to shelters.

LIPA has not done enough to restore power to the Far Rockaways and it is not acceptable.

In Broad Channel, the Sanitation Dept. has been clearing the roads.

There have been 2 more additional deaths attributed to Sandy within the last 24 hours.

16 sites are offering water and 15 of them are offering food and water to people in need.

194,000 customers are without power.

Staten Island railroad will run on a normal schedule in time for Monday's commute. (It is running now on a limited schedule.)

The subway system is running 90%.

More from Mayor Bloomberg's afternoon briefing:

NYC Public schools will open on Monday. 65 schools will remain closed either because either damage, lack of power or because they are being used as a shelter. On Tuesday, all schools will be closed due to Election Day.

96% of the school buses will be running on Monday morning. Some routes will be different due to downed trees and some of the drivers will be substitute drivers.

There are 55,000 buildings in Zone A that still need to be inspected by the Buildings Dept.

Breezy Point still needs bottled water. The tap water in the rest of the city is okay.

Hopefully West 57th Street will open to traffic tonight. (They have been working on securing that dangling crane.)

I was sitting here well aware of the confluence situation, well aware that the storm had done something unusual in that it was holding its pattern, well aware that it was swinging out right like an old guy turning left and that it would hit NY full on, and listening to Bloomberg say he was not calling for mandatory evacuation. I could not believe it. That was the 27th. Finally late morning the 28th he called for mandatory evacuation. An area that big you need every spare hour.
