There was no such thing as east williamsburg when these were made nor when The Bushwick Library on seigel was constructed (1908). The term East Williamsburg only surface in the late 90's.

Its odd that they built the old Bushwick Savings Bank on Grand st in East Williamsburg 100 years ago or so rather than somewhere south of Flushing ave.

You mean 7 floor brown pj buildings like these?. (Alright, they're more of a beige color, but still. So are the Williamsburg Houses, which are also an entire complex of NYCHA housing).
Now granted, you're correct that the other poster didn't know what he was talking about, when he described Bushwick as being mostly projects & industrial areas (if anything, that describes East Williamsburg, but even then, the projects and industrial areas are generally separate), but to say that there's no projects in Bushwick is false.
