Can you point out where the cops "criminalized" these kids? And yes, we can assume they actually exist and that any of this actually happened, for argument's sake, since the only evidence of this incident having taken place exists solely in Miss Libby's head.
I'm surprised that she didn't run after them, and ask for their names & addresses, so that she could have more info, that could help her make a complaint. Perhaps hand out a few business cards, in hopes of filing a lawsuit, on behalf of the poor youths.
Of course, she might have had an irrational fear that one would grab her purse or iPhone ...

Actually, the real estate, business & tourist industries would insist that the NYPD crack down. Then later, after crime dropped, they would stand by silently, while others criticized police actions.
If you don't believe me, look at what's happening now, where an effective NYPD has reduced crime to all-time lows.

The NYPD is going to allow it, that's for sure. If not, then you and I both will be calling the cops stupid.
Actually, no they won't. I'm in my 30s and my entirely life there has always been some criticism from the public on what cops do when they bust people for crime.
And in that whole time, the NYPD has never stopped doing it's job. Ditto for the cops in any other major city I've been to, many of whom share some of the same issues as NY.
The backlash is far worse now, and the leadership of the city, including the police commissioner and his lackeys, are ACTIVELY seeking to blame cops over perps whenever something goes wrong. The rank and file are just now starting to see the writing on the wall.
Trust me, times are a changing in the NYPD. Let's revisit the issue in a few months and we'll see who was right.
