Good advice - I had an apartment that faced the back and it did significantly cut down on noise level.

Default Of course.

People give Bensonhurst a rough time because it's become heavily Chinese in recent decades but crime there is still very low. You can get a 2BR in Bensonhurst for about 1500/mo.

Bay Ridge is very safe, quite nice, and you can definitely get apartments under $1600. Adjacent neighborhoods are even cheaper.

In Manhattan, I bet you can still find some places in Upper Manhattan (Harlem, Wash Heights, Inwood). In Brooklyn, probably half the borough would be meeting your rent guidelines. Only the half of the borough closest to Manhattan would have the higher rents.

Washington Heights/Inwood in Manhattan with west of Broadway being remarkably safe above 168th st, anywhere south of like 40th st except for the west end of Sunset Park, a bit of Coney Island, Sheapshead Bay, and Gravesend near the projects in Brooklyn. I also wouldn't rule out Queens, probably some of the easiest living to be had out there.

Dyker can be cheaper, but lacks subway access.
Sunset Park is cheaper, but is sketchy in terms of crime.
Adjacent neighborhoods in Staten Island are cheaper, but again, no subway.

Prices have gone up a lot in Sheepshead Bay.
Gravesend is doable. Coney Island, too. However, you have to be careful. Some parts of Coney are safe, and others are very hood.

Is the West End of Sunset Park actually unsafe?

Most of Coney Island is the hood/unsafe.
The tiny piece of it close to Ocean Parkway is okay. (close to Brighton Beach.)

I just rented a large, reno'ed studio for $1200 in a very safe area with ample parking and an express train that gets to Manhattan in about 25 minutes.
What neighborhood?

Yes, but you won't be in the neighborhood you were expecting to live in. Else you would have added Queens and the Bronx to your search.

That's more true for the bottom 2/3 of Dyker Heights. The top 1/3 of Dyker Heights actually has decent subway access (N train stops at New Utrecht, Fort Hamilton and 8th Ave, and the D stops at 62nd, 71st, and 79th, all within a very short walking distance, if not in the neighborhood as is the case of the aforementioned Fort Hamilton station, from the neighborhood).
