I live in Queens. I have only ever written checks to NY State, and IRS. My accountant is here too.
If you live in the 5 boroughs of NYC, you should be paying the NYC tax on your income. This is one reason why NYC property taxes are relatively low. It’s also a huge reason why many people move out of the 5 boroughs. Not paying it, helps offset the higher property taxes elsewhere.

I have never been a tax resident of NYC, but my recollection of NY State income tax return form is that it has an extra section for residents of NYC. Therefore, NYC tax is probably reported in the same form with the state tax, and included in NY State tax payment. NYC residents would know with certainty whether this is the case.
PS - Seventh again beat me to substantially the same reply :-).
NYC collects a city income tax of 3.08% to 3.8%, in addition to NY State income tax, federal income tax, and property taxes. I thought that was known to everyone, but apparently it is not known in New Jersey.
PS- I guess Seventh already said this a few seconds before I finished typing.

NJ taxes are high too, so I just dont pay much heed. Its high here, and there. I dont itemize. What can I do about it other then moving far away, which I cannot even do due to employment.

You have to look on your paystub, my paystub has a line that specifically says "NY NYC Inc", in addition to "Fed Income Tax" and "NY Income Tax." Either you have this on your paystub, or your govt-issued ID does not have an NYC address on it.

How does it feel just finding out that +3% of your yearly income was taken away? Its not chump change.
For him to roll it back he will need to roll back ALL the Trump tax cuts, not just the top tier.
Right, I understand it's not something that's done through an executive order and requires the legislature to do so. I'm curious about where the executive branch stands on it as it regardless. You also don't technically need to effectively roll back all the tax cuts for the SALT deduction cap to be altered.
NYC tax is a separate deduction from state or fed. Yonkers has a similar "city" tax as well. Wtf does this extra tax pay for? Who tf knows. Probably a personal fund for the honorable Mrs. Deblasio.
