Around 1900 was when Buffalo hit the big leagues. The actual census put Buffalo at #8 on the 1900 population list. Though Buffalo still gained population after that until 1950, it was not as fast as other cities, so therefor you have to look back over 100 years or so.

Whose city hall can beat Buffalo's in the skyline? (Ok, maybe Philly)...But look at Buffalo's City Hall

I'm not sure exactly why people think Buffalo's skyline is so spread out - compared to Rochester, I don't see a major difference, maybe it depends on what angle you view it from:

Rochester doesn't have a water front downtown, but it does have the Genesee river in the High Falls area that gives a great view of the water fall.

I grew up in Buffalo, I now live in Rochester. I think I'll wait and look at some more photos before I make a vote.

Now if we are talking about city streetscape, Buffalo would have Rochester blown out of the water:

Buffalo's skyline just seems so..underwhelming. There may be more buildings than Rochester but they don't come together well to form a nice skyline. Considering the size Buffalo used to be, color me vastly unimpressed. Rochester, for a smaller city, has a much more impressive skyline.

As a native son of Rochester, I'd still have to go with Buffalo! No, it's not a very "modern" skyline, but it's a classy, classic one! Buffalo's sky line evolved over the years when its population exceeded 500,000. Rochester has much less classic archtiecture, and is smaller, as its population zenith was only ~330,000. Also, Rochester has proportionally more generic, modern buildings than Buffalo.
