Is it an expensive restaurant? Why would you think your friend would pay your lunch? Is it your birthday? If you can't afford it, perhaps suggest another place. When I go to lunch with my friends I never assume they will pay for me, no matter whose idea it was to go to lunch. We may take turns picking up the tab if it's a semi regular thing, but most adults know unless it's a romantic date, you are probably paying your own way.
Standing rule amongst all my friends when we go out to dinner- whoever touches their cell phone first while at the table picks up the tab. No one touches their phone, then it's Dutch treat.
Why would a friend buy you lunch? One you've been pushing to have lunch. Are you a cheapskate? What's with these threads about others paying for your lunch?
That's probably why it took the friend so long to finally agree to have lunch with him; he doesn't want OP to hit him up to pay for both of them
Unless he specifically stated "I will treat you to lunch," it's safest to assume that it's dutch.
