It's one thing to get together for lunch on a spur of the moment, or with co-workers, it should be assumed that you are going dutch...
If I ask someone to meet for lunch, I'm going to assume that I will be picking up the tab.

It was you who initiated the entire lunch meeting after all..

Perhaps your friend is not in a financial situation to spend money on a restaurant this month..
If you invite you buy lunch....

You wouldn't invite a person for dinner and expect them to bring their own would you...?

I don't assume that a lunch invitation means they are paying. At all.

I don't either. Never has it happened except maybe with someone who is courting my business (ie real estate agent). But just a friend...nope. Once in a while one might pick up the tab on a cup of coffee. One friend I used to have, we took turns buying lunch because we went out weekly and it was easier that way. But it was totally worked out ahead of time. In general, assume it's Dutch and be thankful if they offer to pick up the tab.

Not to be snarky but is the OP on the spectrum? I've noticed because of being socially insecure they tend to over analyze even the most mundane social interactions. The OP had issue with an almost identical thread being mentioned. His excuse was it had been 4 years ago. They completely missed the point that apparently in all that time they hadn't adjusted to or accepted the usual answer. Most people aren't going to need to ask about something like this in the first place,unless they are dealing with another culture. You've had to ask it now twice.....
