If it is a direct online payment, there should be no charge. If you gave Verizon Wireless your debit card to process monthly, then it will count as a debit, as Verison will charge your card, and you'll get the fee.
Sorry if this has already been asked and answered, but if you use your debit card as a VISA/Credit Card, will you still be charged the fee?
Edit: OK... I read through a couple of pages and it looks like people are mixed on the answer to this question.
Does anyone have an actual statement/contract/reference/credible article that states the correct answer here?

I wonder if I go inside BOA at my branch to ask this question, will they charge my account...lol.
I will be going in branch this weekend to ask these confusing questions as well as them issuing me a straight ATM only card. I will find out:
1. about online payments
2. if it's charged visa using debit if the $5 fee will arise
3. what you really need to keep in checking to not get the $5 fee
I have googled all over the web and can not find a straight answer to these three questions...
Basically, I go to a Walmart in the morning, go to their ATM machine, place the pin in on my debit card and the money order spits out. I'm in and out of there in a minute. If that fails I can go to a CU shared branch up the road and get an official check there.
Interesting. I have been using ATM machines for 30 years but this is the first I'm hearing that you can get a money order from one. Do you type the name of the payee into the ATM keyboard, or does the money order list you as the payee and you sign it over to your landlord, or is the money order made out to "cash"? The third option makes no sense to me, so I doubt that is what happens.
...as well as them issuing me a straight ATM only card.
That doesn't exist and hasn't for about 10 years or more.

I'm not going hunting for the websites either, but and fwiw:
I've seen a few conflicts in the details (which might be a state by state matter)...
but the broad strokes of the policy are rather consistent:
If you maintain a balance above $X and/or have other static banking relationships with BOA
like mortgage and car loan and automatic deposit and automatic bill payment...
then none of the debit card fee stuff will affect you in any way.
Also, if you simply don't use the card to make purchases none of the changes will affect you in any way.
Other electronic banking transactions --including regular ATM's-- and online manual bill pay and transfers
and all that which similarly aren't a part of the debit card use and will not affect you in any way.
However comma:
If you don't qualify for one of those balance and/or banking relationship exemptions...
but then you use the debit card **even once** during a given month...
then you will be charged the flat ($5) monthly service fee **for that month**.
If you were to use the debit card for purchases a LOT during the month...
the fee still remains the same.
I believe that the deal with "visa by debit card" depends on your status with relationship with VISA.
Because the whole point about all these changes...
is that ONLY transactions that directly debit your bank accounts are affected.

Not so, Mr. Rational, at least not for all banks. I have in my wallet right now a straight ATM only card from Wells Fargo which I use on a regular basis.
I did have to ask for it, however. Let me explain. Six or seven years ago, without asking me, Wells started sending out a card which said "Debit Card" on it in place of the "ATM Card" that I had been used to. At first I thought it was a mistake, but they explained to me that it was also my ATM card. Well, I never used it as a debit card and finally the thought occurred to me to ask Wells Fargo if I could get a straight ATM only card. They said yes and mailed me one, and that was about two years ago.
So it may depend on which bank you are talking about, and it may be something you have to request.
B of A would never get their hands on my "money." I changed banks YEARS AGO to a financial institution account. I have NO fees for overdrafts, it is FREE to use MY debit card and the company reimburses me ATM fees because they don't provide ATM machines. Having to mail in checks and not having a physical branch is worth the hassle to save HUNDREDS in possible fees.
It is bad enough costs EVERYWHERE are going up like crazy, but I wouldn't pay a DIME to a bank in fees. I had M&T bank and not only did they erroneously charge fees, they processed my checks and electronic transactions so LATE. The bank representatives were also rude. I honestly hope they go out of business.

Your best bet is to ask your bank.
