In particular, Portland is held up as a paradigm, with its urban growth boundary, extensive transit system, excellent cycling culture, and a pro-density policy.
There was a show on cable (NatGeo I think) that documented the foul gang violence problem in Portland. The gangs originated in SoCal complete with those infamous gang colors , gang signs and other lovely "accoutrements". (Yes, they are mainly black) Hey, they smelled a market (translation= Oregonian stoners) and migrated. Reason #2,037 why drugs are bad. Stick that in your bong and smoke it. Oh Nancy Reagan, where are you when we need you? I'm not making this up. Look it up on Google.

Is there a reason you thought African-American populace is the only minority to be considered and the rest are all white?
Austin, for example, is 49% white (well below national average). Asian population is about 6% (above national average) and Hispanic-Latino population is... 36%.
The job situation is very tough all over Oregon right now, and Portland is no exception. We get posts in the Portland forum on about a weekly (or more) basis from people asking how easy it might to be to move there and find work...most of them seem to think they can just pick up a "survival" type of job until something better comes along. But competition for even those jobs is unreal.

Nashville is "very liberal?" I've always thought of it as a very corporate southern city. It is the capitol of country music and a big Republican stronghold.
Its considerably more liberal than surrounding areas of the South. I'd say its more liberal than a lot of the northern cities I've been to. Live music every night, night clubs all over downtown. Not just country night clubs either, hell when I lived there, there was a very good Goth club downtown, rap clubs, and various other stuff.

Maybe we just see the phrase "economic down turn" differently. There are no jobs, it's experienced massive layoffs in the tech industry, unemployment is high and the homeless situation is significant. People are moving into Oregon, but they aren't doing so because of a strong job market--they're more attracted to a perceived lifestyle.
