If you want to take it to extremes, why don't we ban drug testing for government jobs? What about drug testing for people on parole and probation?

Since I work in an office that services military personnel, and I know FASCLASS, you can look at any DoD position description and it will tell you if drug tests are required or not. Mostly, not; unless you're working in a field where you drive or use heavy machinery, or some critical sensitive positions, but mostly no.
Look it up.

Working in resources for a military community for decades, I happen to understand the budget and cost process.

Since it's been established that testing costs about $70 each, there's your $30.

These rates are the basic rate and neither include local COLAs nor overheads, they are basic salary. Overhead costs pay for the utilities and infrastructure for the organization.

The title of the position would be a biotechnical testing technologist or specialist.

If urinalysis is required, this statement will be on the position description (PD):
This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Incumbent must sign a DA Form 5019R (Condition of Employment for Certain Positions identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing at time of appointment and periodically thereafter. Incumbent may have to undergo periodic random drug testing in accordance with Executive Order 12564, dated 14 Sep 1986.

If this statement is not included on the PD, then urinalysis is not performed for the position. If the supervisor suspects drug or alcohol abuse, they can request a urinalysis, but for most positions it's not a requirement.
Could that have been why you were tested each year? It's not standard practice unless it meets the criteria above or unless you're active duty.

Care to refute my statement? I'll wait.

Drug testing is not performed on all government jobs.
Why yes, it is cost prohibitive, thanks for asking.

First off I pay for public roadways with my tax dollars as well as vehicle fees and tolls. That's a whole different story than someone choosing to live in housing paid for by you and I.

Secondly, I know you thought you were being witty with the public roadways thing but guess what, when you sign your drivers license you are agreeing to be drug tested for both drugs/alcohol if pulled over and asked to take a test by a cop so what you said trying to be witty is actually true

Random drug tests for everyone.

But the only time you have to take a drug test that you know of is when you enlist.

I can count on one hand the number of people that I knew that were randomly drug tested, and it usually wasn't from a random selection, its because someone knew they were doing something they weren't supposed to, and then they didn't do their job or stepped on the wrong toes.

Like I said, hardly anyone in the military gets drug tested except when they first enlist. Just like most companies have a random drug test policy, but they rarely do. Mainly its because enough people smoke marijuana that you would lose some really great hands, and because it costs to much.

Its generally only something thats used for insurance purposes. When the insurance company says that you can save more money by testing, you say we randomly drug test.
