They'd have imported the whiskey from Canada but it would have disappeared before reaching Galveston. FEMA would have blamed it on Rick Perry, Canada would have blamed it on the Queen. The citizens of Galveston would have said 'Never again' and built a seawall and then elected Ron Paul as their Congressional Representative.
A lesson, it becomes obvious, Kathleen Blanco did not learn. At least, not in time to escape the wrath of FEMA.
And Galveston would then have built a causeway as an escape from the island should another storm threaten the same destruction.

I don't necessarily believe that there being a FEMA in 1900 would have necessarily changed the issues they had there. Secondly, the existence of FEMA hasn't exactly ended all bad things from happening both before and after an "event".
FEMA was put in place to help organize the resources available or needed for dealing with an emergency. What Ron Paul is saying is that, the state of Texas deals with Hurricanes all the time, and it does not need a federal institution to come in and tell Texas how to deal with them.
As a comparison, Texas has roughly the same land area as France, and has a population about five times greater than the sovereign nations of Norway, Denmark, Ireland, and Finland. So I am pretty sure that Texas could handle its own issues, in much the same way every state could/should be able to handle its own issues.
I've been there, Florida is better.
