Is the pic in Youngstown?
From what I can tell of the neighborhood, it looks to be turn of the century?
That is in Youngstown, in the Wick Park neighborhood. The neighborhood was mostly built between 1895 and 1925.

And that's usually why historic districts are created. To preserve the character of that neighborhood; to prevent someone from coming in and marring it with something like I posted above.

In a historic district, it doesn't matter what you, or anyone else likes, but is about what is historically appropriate for the neighborhood. A historic district probably wouldn't approve bay windows for your house, NOT because some arbitrary group of people didn't like them, but because houses like yours would never have had them when they were built. (not historically appropriate)
In any event, my current house isn't in a historic district. My project house is in one, though. (the Wick Park neighborhood, in fact, but several blocks from my example) But there are no real restrictions on color, or window replacement, or anything like that. Because the neighborhood is distressed, it mostly prevents the city from tearing abandoned houses down, and prevents terrible infill like my above example from happening again.
I can admire and appreciate the architectural features of era's gone by, but not at the expense of a property owners rights.

Effectively the owner has purchased the rights to live in the house but not the right to change its appearance outsider the guidelines of his neighborhood historic district. So what? The OP is not living out in the middle of the West Texas prairie he is living in a neighborhood. Some restrictions exist.
PS as far as replacing windows most HD's will allow more efficient windows if they look close enough to the originals that there is no significant change in appearance.
It's a price we pay to live in a society where not everyone shares the same tastes/priorities.

There are companies that specialize in historic window replacements, among other things.
I know. Ihere are also people out there that would use vinyl siding on an old victorian town house because they couldn't or wouldn't pay for a good paint job.
