Not completely, but generally speaking yes (and all $410 Billion of it). Surely $410 Billion wasn't all of FY2009 budget. But how exactly is it different? Republicans project 2008 as the ideal year, and something to strive back to. That was a $3 trillion budget, WITHOUT Bush's $700 Billion Emergency bill (signed Oct 2008).

I've showed you the math a 1/2 a dozen times, you didnt discuss it last time I posted it, are you going to this time?

Obama got into office and the budget was $3T.. using a 1.4% increase this would mean the budget is $3.042T..
Year 2, takes it to $3.085T
Year 3, takes it to $3.127T

And even giving him the benefit of the doubt for year 4, we'd end up with $3.172T.. But we are at $3.8T..

Where is the extra $2.5T in spending over the 4 year period not on the chart Einstein?

By precedent, the House is the chamber that introduces an appropriations bill. Is that what you're referring to? But it has to pass both chambers one way or another. Either as a bill or a conference report.

In most years, the House spends according to the priorities of the party in control of the chamber (Dems overspend, Republicans slash too much) and then the Senate adjusts it more toward the middle.
