Read the bill. Not everything kicks in 2014. Some kicked in earlier.

And it was part of the bill campaign as well. There was going to be some time before 2014 where money had to be collected so that when 2014 comes everyone and anyone who wants insurance will have it and there will be government money to subsidize it.

If your premiums have not gone up more than normal over the past 2 years, then good for you.

I have read the bill, thoroughly.

Since he made the claim, I am interested in the specific rules he is speaking of.

It's enforced by the IRS (and they hired 5000 new agents just for this).
It comes out at tax time.
It's based on a percentage of income.

How is it not a tax?

Definition:

1. a sum of money demanded by a government for its support or for specific facilities or services, levied upon incomes, property, sales, etc.
2. a burdensome charge, obligation, duty, or demand.

It was explained to us in a company wide meeting with the Insurance Company representatives a little over a year ago.
I didn't write the reasons down.

If you really read it you would be better informed as to what caused every ones premiums to increase as a result of it.

Re-read maybe?

I do recall it was for increased expenses of required coverages.
