Why does DHS need 7k concealable assault rifles? (illegal, drug, Marines)

does NOT mean that they are requiring concealable assault rifles. In that statement, "concealment" refers to the state of the person using the gun, not a specification requirement of the gun.
And if you have questions, why not call the guy who placed this order and ask him? His name, phone number, and email are right there on page one:

The last time I checked, we weren't under any threat of the USA being invaded where we will need low level ICE or DHS agents to fight them off with a lightweight concealable Personal Defense Weapon.
It does sound like they are looking for something that can be used either in close quarters, or from a concelead position (sniper style)
Thanks. It isn't the clearest sentence I've ever read, but that's what it says. It certainly doesn't seem to be placing a concealment specification requirement on the rifle. I mean, there are pages describing the specification requirements for the rifle - wouldn't it make more sense to include that requirement there rather than in this sentence about usage.

Right. You don't buy a rifle if you are in the market for a conceleable firearm. You would look for pistols and sub-machine guns. There are some very effective sub-machine guns out there.

With record numbers of civilians arming themselves for the new civil war or the next apocalypse, wouldn't it be wise for a gov't agency to start arming themselves as well?

You are basically asking why we need Coast Guard, Border Patrol, ICE etc other law enforcement agencies, and it amazes me that people have to ask why we need them.

Clearly the only reason they need them is to fire on American citizens.
