You are basically asking why we need Coast Guard, Border Patrol, ICE etc other law enforcement agencies, and it amazes me that people have to ask why we need them.

Thanks. It isn't the clearest sentence I've ever read, but that's what it says. It certainly doesn't seem to be placing a concealment specification requirement on the rifle. I mean, there are pages describing the specification requirements for the rifle - wouldn't it make more sense to include that requirement there rather than in this sentence about usage.
I don't buy that. There are better ways to word what you are trying to say. A 30 inch 7lb. weapon is for concealment as in hiding it. You can fire ANY rifle from a sniper position. Actual sniper rifles are way longer than 30 inches.

I would say, let the feds have these 10" bbl AR-type rifles if they wish. The .223 round is small caliber and uses a small bullet. The short barrel AR phenom is mostly a thing of fashion, IMO. People seem to think that the tiny rifles somehow look cool. I suppose there is merit to the 'honey badger' concept if you want a suppressor, but otherwise no.
From a 14.5 inch barrel (M4) the velocity is already well under 2000 fps at 200 yards, and would not penetrate some vests. Last I heard, the US Marines opted to keep their 20" barrels while everyone else was switching over to the M4. Let the feds have their 10" barrels. I'll be answering w/ my 22" barrel M1A in .308 if they try to haul me off to FEMA (lol). Note carefully the lol means the statement is intended as mostly tongue in check.
