Mostly because Jesus never talked about it. It was being done in his time, but it must not have been very important to him since he didn't choose to address it. It's hard to quote biblical passages that don't exist. Also, from my experience, liberal Christians are less apt to use the bible as a weapon against others. When pushed, we sometimes will, but we're not comfortable with it.
You don't get to define what makes a person a bearer of good or bad fruit, indeed, only God has that right.
Actually, Jesus adviced his followers to observe people because "by their fruit you will recognize them". It talks about false prophets, but it applies to everyone, you will know people by their fruit. A murders fruit is bad, and it is quite ok to call a murderer for what he/she is, - a murderer.

I hate to be the one to tell you this, but there is a vast difference between observing and judging.

No, there isn't actually. We all "judge" all day long. You can debate what judgment means, but if you cannot judge anyone in any way, shape, or form, then you migh as well cut out your tongue, and never talk about your faith, or anything else, because it would be impossible if "judging" means what you think it means. Jesus did not tell His followers to call things as they are or to call people for what they are. As a matter of fact He commanded believers to judge and correct each other, and He told them to spread word. Even spreading the gospel would be impossible if one was not allowed to call sin sin, - a lie a lie, theft a theft, or murder murder. It is the arrogant, boastful, and hypocritical personal judgment we are to avoid, and there is nothing arrogant in saying "murder is wrong", or "lying is wrong", or "the fruit of a murderer is bad".
The Bible was written by man, not God. It is pretty evident that God has nothing against abortion. If God was against abortion, then he would not have created miscarriages and stillborns.

But I have no trouble believing that the Bible-thumping, gun-fondling conservatives tell each other that. "Well, yeah, Bobby Joe. Jesus wanted us to be able to open carry so I got me this sweet little AR-15 just for Sundays. You never know when one of them liberals is gonna try and pull something. Like tell us Jesus was non-violent. They'll do that. I got my answer right here with me." Boffo yucks in the buffet line after the sermon.
