Here are the cash benefit programs available in PA: Cash Assistance

Looks like there are relatively strict criteria and not all that many people would qualify. I'm not sure if I was someone dedicated to living on the dole PA is the state I'd go to. Do people really migrate from one state to another seeking the 'best' assistance benefits anyway? If so there can't be many of them. Probably more likely a business would pack up and relocate when offered a sweet tax deal from a competing state.
