In many ways a welfare system that just provided cash and nothing else might work out better than subsidizing Big Ag with food stamps and landlords with Sec 8 housing payments. Just give the poor money and let them spend it where they will. If they run out before the next check that is their problem.
If it pays minimum wage for mindless, tedious, menial work, it can't really be said to be a "good" program.
If you stop doing mindless, tedious, or menial work you will start being paid more than minimum wage.
