You quoted the article. You said that the treaty demanded certain things. Are you now admitting that what you said is not true? That you actually have no idea what the treaty really says, but that you were instead pissing yourself over bull**** that you were fed?

He does NOT have the consent of Congress nor do 2/3 concur.
In fact they advised him not to sign it.


He shall have Power, by and with the Advice and Consent of the Senate to make Treaties, provided two thirds of the Senators present concur;

3. To force the Congress to put their money where their mouth is.

4. Because members of Congress often vote differently than they say they will.

I'm certain that's not the inclusive list... but all I could come up with in 30 seconds of simple mental effort.

Sign it but it really means nothing ?

This is Copenhagen all over again. He would have signed the treaty then, against the wishes of Congress, if it weren't for China blowing the hole thing sky high.
Because it's fairly customary within the realm of international law that unless you're fundamentally opposed to a treaty on policy reasons, like we were with the Convention on the Prohibition, Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction, you sign it to take it back for the home government to ratify or reject. Keep in mind that regardless of what the talking points on the treaty are, it fundamentally does nothing to ban legitimate private party sales within a country and only effects international sales/trade - as a matter of foreign policy we're generally opposed to the illicit transfer of arms and the sale of arms where it would lead to genocide, so of course it'd be signed so that it can be taken back to the Senate.
