Usually? as in the past?
This would be a new program designed to address the current problem.
In other words if you receive food stamps or welfare you are required to provide x number of hours of community service.
Whats the big issue?

there you go again (TMRR)...most of the long-term unemployed do not receive food stamps or welfare,

i have major financial issues which prevent me from getting a license, i already know how to drive.

Oh give it a break already! By the way, did daddy Obama help you yet or are you still living on "HOPE".

If all you are capable of doing is flipping burgers then that is your issue / fault, not everyone else's. At one time (before Obama) I may have had sympathy but Obama has shown where his loyalty lies. Some day you might actually open your eyes and see it too.
