For your first question: layoffs. Second, is getting welfare a free ride if they paid into the system for many years? Third, I wasn't inquiring how they need welfare, namely, how the OPs system would deal with individuals who already had kids before needing it? for example, would the government take away all minus the oldest? also, what about twins?
The 3 year rule comes into play here, ie: if kids are already 3 when parent loses job, then some assistance can still be given.

at least prosts in the streets work and EARN their own money, rather than getting it all for free.
I'm not really in favor of the OP's plan, but he didn't specify that the kids would not be supported. They could be supported through the orphanage, but it would remove the financial gain from the parent. There are many other issue that would complicate this situation, such as separating a child from parents etc.
The OP just thinks government should have a bigger role in raising children.
Hey op you sound like a person who supports welfare reform correct? Lets put ppl to work right? Great ideal im all for it. The problem is its already being done and our society isnt ready for it. I own a business that produces a product that other corporations make, we employ homeless, disabled, vets to produce, sell this is product. Each year we win awards beaing out the corp competitors. Guess what? Out of all the business who do this product we are the poorest business, my guys make 1/3 what a begger or panhandler makes for doing nothing!. Most ppl won't even give our product a chance because homeless or poor people make it and sell it. Even when its the same product but just cheaper. And these are the same ppl op that want to cut sec 8, foodstamps, welfair etc. Because they don't want to support ppl who arnt willing to work

Nope not whining, i was agreeing with you. Ya its no picnic living with you ladies during that time ok, pros and cons for both sexes. But you got to admit there is nothing like bringing life into this world huh sister? No matter all the b.s thst goes with it?
