Deliberately lying about the numbers isn't going to help your case. Recidivism rate after drug rehab programs is actually around the 20%-30% mark, depending on numerous factors.

If that was the case, why wouldn't law enforcement in the U.S already be colluding?

Cops in Mexico average 350 a month, the same as a general laborer - compare that with the U.S where cops make higher than average salaries in addition to having great benefits and retirement.

The same incentive isn't there, and the control systems in place (hiring process, internal affairs, judicial system that works) also aren't present in Mexico like they are here.

Because the laws against murder don't have the effect of creating more murder and mayhem, and fund increasingly powerful trans national gangs that threaten the stability of entire countries. The drug laws do exactly that.

This has happened. At one time, it was fairly common (thing 1970's and prior.) As late as the '80, there were a couple NYPD detectives who went as far as doing hits for the mob.

I think the various LE agences have gotten much better at policing their own. But given the money at stake, it's always a possibility.

I know an assistant prison warden in my neighborhood who had to work late at the prison Friday night before Labor Day, because he had to make sure that his OWN guards weren't facilitating smuggling marijuana, cigarettes, cell phones and other drugs to the prisoners over the holiday weekend. He said there is money in it, and that it's becoming a problem. Just more hypocrisy regarding the war on drugs. Corrections officers playing both sides of the drug war!

That happens in every correctional facility in America.

US law enforcement in border regions is also especially corrupted.

The war on drugs really isn't one. The best I could tell from what I watched was that it was a way to get funding for jobs, good paying jobs. Either the policing agencies are afraid of the cartels or are on the take. I'm guessing most states are the same. War on drugs - sham! They have no intention of stopping it. I think they do the minimum so it looks like they are actually "trying" but - sham! Could they stop it? They could minimize it and securing the southern border would do wonders in that direction. You'd have to look at who is really making the money off the drugs to understand what is going on is my guess.
