Of that 38% of 3.9 million workers working for min wage how many do you suppose have skills to even consider moving up ? The other 62% are in school so they will move on.
That would be 1.4 million who are adults working min wage.
Some of them cannot speak English don't forget.

Increase it to $50/hour you would see a massive layoffs. Slight increase would only cause slight layoffs.
