In the aftermath of 9/11 there was a far more serious threat to the US than Saddam ever was and diverting assets that could/should have been used to attack that threat rather than pursuing an ill-planned, completely unnecessary war of choice was a policy mistake that will drain US $$$ for decades to come with NO benefit to the US.
BTW, the hypocrisy of the RW in attempting to credit Bush with a lame attempt at justifying a needless war, the very same war they often attempt to pass off with "Everyone voted for it", simply untrue since Bush himself has stated HE made the decision to go, that hypocrisy is duly noted.
Removing Saddam was a complicated revenge murder by a man too scared to do it himself.
Looting the oil reserves was an example of the grandest theft so far this century and the reason the invasion was supported by so many.
Why we are getting involved in the religious debacle in the area is beyond comprehension. We, the western secular world, should get out and let the Islamic and ethnic fanatics fight each other to the bitter end.

In particular, the Iraq Liberation Act Clinton signed into law gave him, Bush, and any subsequent president the discretionary power to use U.S. Military forces in Iraq as needed:
