Clinton left office 0n January 20, 2001, the United States was attacked on September 11, 2001. The assessment of threats to the US in the world should have changed on September 12, 2001 and had nothing to do with Clinton's assessment at that point.

Actually, it does. The Iraq Liberation Act, signed by Clinton in 1998. The liberation of Iraq was the goal. Clinton signed and approved.
