The places with the truly anti-social every-man-for-himself crimes and ways of life were not just colonies but places where lots of Europeans settled as well and fought to separate themselves from the undesirables. New Orleans, Bogotá, Honduras, Johannesburg. Different histories, places whose underclasses have no contact with each other, but the EXACT SAME problems have sprouted up in each of them in the last half century.
