It depends what the motivation is. If they are motivated by their sexual desires, then no. If their coordinated desire is related to a political purpose, as was the case in San Bernadino and in Charleston, then yes.
Here is the Merriam Webster's definition of terrorism, for reference purposes (no, dictionary definitions are not always correct, but this appears to be right):
Terrorism: the use of violent acts to frighten the people in an area as a way of trying to achieve a political goal
This was obviously a coordinated attack on women - not necessarily by ISIS or any big organization.
It wasn't that a bunch of random Muslim men woke up one morning due to sexual desires and decided to attack over 100 women all by sheer coincidence on New Years Eve.

In San Bernadino it was the ideology and agenda of radical Islam that motivated their actions. In Charleston, even though it was a "lone gunman" acting alone, he was pretty clear about his motivation, which was related to racism and white supremacy. These were both clearly acts of terrorism.
However, this deal in Oregon does not appear to be an act of terrorism because nobody in particular has actually been terrorized ('violent acts used to frighten [or harm] the people in an area') as far as I can tell. Also, it does not appear that they are intending to frighten or harm anyone, rather it appears they just want to generate publicity for themselves.
Who they attacked ('women') is not determinative of whether this attack in Cologne is a terror attack or not. It is the motivation. If it was a political motivation, then what exactly was the political motivation in these attacks?
The actual number of young men " who appeared Arab or North African" varied between 500-1000, mostly drunk , men. Regardless, it appears organized.

You had posited that the motive could be "sexual desires."
Tons of Muslim men didn't wake up in Cologne and Hamburg and all by the coincidence of "sexual desires" decided to go out and attack as many women as possible, commit rapes, and have muggings.
This was clearly coordinated. German officials are saying that they believe it was coordinated - as these attacks clearly were.
Political: "of or relating to the government or the public affairs of a country."
I don't see how it is possible that scores of Muslims could coordinate attacks, rapes, and muggings on so many people in 2 German cities without there being some motivation to influence the "public affairs" of the country or "government" in some shape or form.
Ship them to the US and these guys can get paid for groping women (TSA agents).
Well if I was a woman I'd like to think I'd at least want the TSA agent groping me to be decent looking and not the ugly ill-bred that flooded into Europe .
