Chronological age does not matter.

It's all about emotional maturity, lack thereof.

When two people engage in unprotected sex without the ability to take emotional or financial responsibility for the outcome, there likely will be downstream problems.

Good point except that Chicago had 411 murders in 2014 and they are already over 300 in less than 6 months....so their rate is spiraling up thanks to the efforts of Obama & BLM.

Louisiana has alot of corruption itself. I have family members from there. New Orleans has had machine politics. The mafia was big in New Orleans. New Orleans not only has alot of corruption, it has frequently recorded the highest murder rate in the USA. In 1993, New Orleans had a murder rate of 80 murders per 100,000. This is far worse than Chicago has ever had.

The state of Louisiana has had the highest murder rate of any state many times, especially now. Louisiana has a high imprisonment rate, and the death penalty gets used.

Gang activity increases are mostly in the Hispanic gang populations and not black gangs of the past. They are still around but not as active as they used to be.

Using your thought process, it's on a constant and steady decline and we'll soon see it get down to zero crimes/murders all by osmosis.
