Have an army of 3000+ volunteer solidiers/cops in body armor that can go into these places and restore order. Give them lenientcy to do what needs to be done...crack skulls if need be. Have them in each region of the country so they can be on the streets within 5 hours of a shooting that could inspire riots. It would be nice to see 400-500 criminals with their faces in the pavement and hands cuffed behind them.
Something about property taxes. How many persons in those areas own their homes as oppose to rent?
It doesn't matter. Those that own (i use that term lightly) their own property fail to meet their property tax obligations will be foreclosed on by the federal government and forced to relocate, in which they can rent in their new town, or possibly buy again, which I doubt they can, since they couldn't meet their tax obligations in the former 'ghost' town. Or they can try to sell it so as to pay their taxes ...
The looters/rioters. Young, single men. No jobs. Barely educated. They likely aren't business owners or property owners. No role models to look up to other than violent rappers/gang members.
They have nothing to lose. Prison or death are the only consequences to pull on those individuals. Having a "Black Tax" won't work. Taking away welfare won't work. Raising the property tax won't work. There isn't anything you could take away from those looters. If you're not a property owner, if you have no job(and you're unemployable), can't really get public assistance outside of unemployment benefits, what is there to lose other than freedom or life?

How free do you feel?
It does matter because I'm betting that the looters aren't property owners. You don't own a property, you pay no property taxes. The only ones who will get hurt are the persons who are landlords in those areas. It won't hurt the persons who pay rent. They can just rent somewhere else and the cycle continues.
Increase in taxes? That business is leaving, like it or not, they are gone ...
I didn't say the business owners get a tax increase. read again.. they leave the town..their business no longer contributes to the tax base.. the give nothing.. if a complete line of stores leave for being burnt down, the taxes they paid when having a business was collected by the town.. when they leave , the town loses those taxes.. the town grows poor. They can't fix the streets, they can't do much when their businesses are gone..and the taxes those businesses paid are gone.

Truth is, some people already live in places where the streets never get fixed and squalor abounds. This is often all that some people know.
True.. the property owners will have to pay higher taxes on that property and pass it on to the renters to cover the cost.
And the renters will go elsewhere. The individuals who behaved like hood rats will move on to behave as such elsewhere. They will just go to another part of Milwaukee.
