That would depend upon how much interaction he has with the crowd. If he fields questions and allows a fair amount of feedback, it's a town hall meeting. If he just speaks with very little crowd questions/interaction, it's a rally.
After carrying the Hawkeye state by 9 points in November, Trump's favorability with Iowa voters is now -7% as per the respected Iowa Poll of the Des Moines Register.
Key finding: He still has support of 82% of Republicans, but is opposed by 86% of Democrats and is underwater by 11% with Independents (50%-39%).
For a basis of comparison, in the 2016 CNN exit poll, Independents favored Trump over Clinton by 13 % (51-38) with Independents representing 35% of all voters, meaning the poll is showing a 24% swing in Independents in the 3 months since the election.
This is the first snapshot taken of one of the Trump swing states from 2016. It doesn't necessarily mean anything at all, but it's interesting to monitor how Independents as a group respond to Trump's actions in the few states that are contestable.
For those of you that doubt the veracity of this poll, their final poll before the election had Trump carrying Iowa by 7%. He won Iowa by 9%.
Armed with this information, printed out on a piece of paper, I now have something I can use to start up a campfire.

Obviously means nothing to you but for ability to fuel your next bonfire~ However, what it does indicate on some level is dwindling support..which could be because he hasn't pivoted to Governing demeanour .. but is still campaigning obsessed demeneour .... He said he would..and some voters believed a lot of what he said was shear rhetoric.. NO some of supporters realize... NOPE.. He isn't going to pivot and makes them nervous.
Meanwhile AVID supporters LOVE LOVE his loose cannon antics.. which BTW can't be sustained given the 3 SEPARATE Branches of Government. POTUS has a lot of powers.. BUT Dictatorial or ability to override the other 2 branches... NOT so much ..

I say keep on tweeting.. because it constantly fuel's his BASE ( about 25%)..the rest will be reminded daily just how unhinged he really is..tho they refused to believe it during Campaign season. Trump will himself undermine his voters in a general sense.. BUT his RABID/AVID ones.. Never!
