Every company I've worked for required drug tests and criminal background checks. Random drug tests at that. Mandatory drug tests for when an accident in the workplace occurs. My 2nd month on the job, here in Florida, a guy passed out in the shop from dehydration. He smoked pot on his lunchbreak and collapsed at 2pm. Watched other guys in the shop prop him up and put fans on him and tried to get him to slowly drink water. Meat wagon took him away to the hospital, and they required a drug test. He tested positive. Good. I was once more liberal on this issue but the drugs have gotten out of control. Cops are giving narcan to the same people two and three times per day. Time for a new strategy. Maybe we should look at countries like Singapore and how they maintain very low drug rates.

What "rise in incest" And certainly people impaired by any drug or alcohol frequently make really poor choices there is absolutely no evidence that supports your claim that meth users are driven to commit incest that is just patently absurd
